Moon (the Black Ops map) was originally supposed to be Paris. They changed that for unknown reasons, but the console codename for moon is still _paris, and you can find a picture of zombies in front of the Eiffel tower in Der Riese.
So I'd maybe go for a map set in Paris.

Paris was originally intended to be the end
They revisited the idea with Origins - which is in france, but in a different "scope"
