The very idea that modding takes away from profits in any shape or form is complete nonsense. Mods increase the lifespan of a game tremendously and provide reasons for old players to keep coming back to see whats new via new content provided by mod makers which in turn means more people will buy because it has more content & value.
If the CoD developers were really that concerned with loosing money from people not buying the DLC then they should just go the route that Skyrim went where the DLC content is both DLC and the assets that are used in-game, which would require you to have in order for you to play a mod that utilizes that DLC.
Explain to me what's the point in buying DLC Map Packs when the community has made maps? There's your lost profits, even with the life span in mind, they will still be loosing quite a chunk of money from Mods.
As for the latter: What if someone decided to use their own assets?

The thing is though that those custom multiplayer maps would not be in DLC rotation. I mean look at Bethesda games people keep buying the new Fallouts or New Elder Scroll games even though FO:NV has mods that make the other games look bad. Also since it's only on PC not on consoles the DLC sales wouldn't even hurt that bad to begin with although I kind of see your point in maybe the newer games would lose sales but the majority of the COD community plays on consoles.

What if someone decided to use their own assets?
I'm guessing you haven't played Skyrim on the PC and/or played one of the amazing mods that you can download from sites like the Nexus. If a mod in Skyrim uses an asset, say a model, from a DLC then anyone who wants to play that mod has to have that DLC that has the model otherwise the mod will either not work or have issues. Unless mod developers only use vanilla assets for the lifespan of the game(which they won't), people will be forced to buy the DLC in order to get access to mods that utilize that DLC.
Just because someone created an asset doesn't necessarily mean that it won't utilize a DLC expansion. I know for a fact that there are thousands of mods that utilize DLC content from Danwguard, Dragonborn, and even hearthfire. If you choose not to buy the DLC then your just not going to be able to play all of the mods available which is plenty of motivation for people to buy them on top of the content in the DLCs themselves.

You make a good point DD, and I think it would be great to see it brought into CoD, but it still doesn't mean Activision are holding back due to profits, my original "why buy DLC community has made maps" still stands, what about Mods made before DLC? Many people would find themselves comfortable without DLC enabled Mods, including myself, you have to consider Activision are a big company and for any company, they have to make as much profits as possible, unfortunately, due to their mind set on money (Like I said before, turning a retail game into what is essentially a F2P/P2W without the F2P part), I don't see it happening, they are not as open to modding anymore when compared to other companies such as Valve and Bethesda, they want to distance themselves as much as possible from Modding, and that's clear, as so to get people to buy their stupid new gun that everyone blows their money on..
And yes I have played Skyrim, just without DLC, because I cba in paying for DLC when non-DLC mods suit me perfectly.

I feel like if they released the tools it would breathe new light into the community or why not just include mod access in the season pass? You sell all the DLC that way since it's 60$ so it's a win win they get 60$ for all the DLC and you get mod tools and access to mod made maps.
