Why some of the maps requiring you to type map-mod-name prefix into console while others just launching themselves when you click their name in mods list?

Why some of the maps requiring you to type map-mod-name prefix into console while others just launching themselves when you click their name in mods list?None just launch themselves when you click them in the mod list. There might be a solo button once you've launched the mod but no direct entry. Some maps require you to enter a console command because the mapper hasn't implemented a solo button, either because he/she can't figure it out or just didn't bother.

I can't find the jugg. Is it exist in this map or not? If so where is it? I even devmap'd it and flew around but can't seem to find it.
