I had this problem once before, I fixed it by deleting cod waw and the mod tools, and reinstalling both of them. Which is what you said you did in the OP. Maybe do it again?

Try re-downloading the mod tools!

You need to go to the waw bin folder and set each of the applications to run as admin. Right click > properties > compatability. I'm sure you can figure it out from there. Only do it to the files with the Type as Application.

If this ever comes back here's another fix I've found. Don't run it in xp service pack.
