I'm fairly certain they are assman setting since an image I downloaded was extremly brights no matter if it was in a lightgrid or had good worldspawn. If you want to to be really fancy you could also make some fx to go with it. this is how I think it's done in tron.

ps. those arent real lights(they wont lit anything) they are textures with "world unlit" or "model unlit" in assman.
but in radiant theres one already done. its called "pel1_glo" and by default its white, if you want to get colours as in the picture, you just have to change its color like you do for water, here i answered how to do so http://ugx-mods.com/forum/index.php?topic=5187.new#new

Use World Unlit in AssManager. It will be the first "Material Type" box. Now do this with a custom color such as Yellow or Blue or what ever color you want make sure it's bright as NEON.

Then just do your usual custom textures converting and etc.

And create it in Radiant. Should be in TEXTURES under what ever category you chose. Poster, or what ever. Easy! :)

These are NOT real lights. If you want them to emit lighting just use light, open up entity and play around with the radius and density. Low radius and High density for strips of NEON I think will give you the best results.  :nyan: Just look at Nian Car  :lol:

yes, fx effect whatever same thing.

But ya, an unlit texture seems to not react to light, meaning it will look as bright as the image is; however, an "effect" material type seems to glow slightly.
