He has released the assets in a drop-in format which is allowed. For clarification feel free to read the board rules.
It's not in a FF file though, it's in a IWD where people can easily get the IWI's with WinRAR and convert the image to get the raw assets.

I understand fast files, but why are IWDs okay? you can open them in 2 seconds..
