If there isn't an option for it then you would need a third-party application that would allow you to access the console, which is illegal.

Could just use notepad++ and edit the config files. Worked on MW3 and BO for me. Don't know about BlOps2 though. Find the config files in steam/steamapps/common/Call of Duty Black Ops 2/players. Search for fullscreen and change it to 'Windowed.' Save the file. Check if it works. THEN do multiplayer's config.

THEN do multiplayer's config.that dont going to work, bo2 use different files and have a diferent extension. you need another program for edit them.
also in the game options there is a button for put it in windowed mode

Umm Black Ops 2 has an integrated changer between Fullscreen, Windowed, and Windowed (Fullscreen). It's under Options > Settings > Graphics and it's the second option.
