The cloth simulation is in engine. World at war wouldn't allow enough influences to a single mesh to make a convincing cloth animation. How it's done though I wouldn't know. Maybe refer to existing models?

I've been wondering about this too. I'm thinking just open up the model in Maya and animate it to make it look like its blowing then just play the animation as a looping animation in game.  ::)

Oh as far I knew it wasn't in W@W's time. But yeah, I think a pre-animated model would be better to make it 'convincing'.
