you need to light map it i believe, and make sure its not going through your skybox
hold shift and press S to go into lightmap view, select it, hit natural or lightmap in surface inspector ( S to open surface inspector )
hold shift and press S twice more to return to normal view - then recompile

Its not lightmap issue from what I have seen. I got this also in old map, but lightmaps were fine. Can you try, if recreating the brush works?

Play around with the lightmap a bit, scale it depending on what you want as you would scale a normal texture. Don't scale it too big though.
As for the stretching, can you show the water in Radiant? :)

Is it just a massive brush with the water texture? Try making it a patch or split the brush up into smaller pieces.

only other time i had this issue was when there was a gap in my skybox somewhere ( was on the complete other side of the map )

After chopping and lightmapping and adjusting the skybox it now looks normal. I dont know who to mark as best answer though because you all are the answer
