I have in map some issues with spec maps I think turning off and on at some points

No, it wasnt, I set the sun in top of the map and still in those specific spot those things happen

I had the same issue, don't know if it's normal though.
For me specmaps only work if they are in the area of a primary light.

Do you have a lightgrid volume covering all playable areas?
To me it looks like the 1st pic (the shinier, bright one) is not inside a lightgrid volume.

do you have lights round that area hitman if so and you dont have a reflection probe on it try that thats a guess i dont really work with spec maps but if there is not a light with a reflection probe then that might be causing the issue your having

Dont have any lights there and there is reflection probes
Edit: I think I fixed it with editing worldspawn settings and moving the sun little bit more up
