thats the power of dyn_water textures lol, use another water that isnt dinamic if you want the player to go below the water level(even if the dont go directly under the water lol)

i also wanted to have water inside one building once but to prevent dyn water to cause it first of all the texture must be applied to a brush and that brush must be perfectly delimited by other brushes and those brushes must have a texture that isnt caulk. so i just went ahead using another texture
