Ok, sorry for this possibly noob question, i get this error when launching UGX Installation Creator. I've got the Framework version and C++ that are also in the screenshot installed.. this happen when i have windows 7 x32, now i have windows 7 x64 and works perfect. what version you have?

Try running /bin/zip2exe.exe and tell me if you are able to do it that way.
