The ballistic knife isn't a wonder weapon...

its considered a projectile weapon. but when upgraded, it becomes a wonder weapon

but when upgraded, it becomes a wonder weapon

How so?

by definition:
wonder - to be filled with admiration, amazement, or awe;
weapon - any instrument or device for use in attack or defense in combat, fighting, or war
also the [art that makes wonder weapons is that they are unique compared to other weapons. the upgraded version can revive downed players. that is definatly unique

Also the ballistic knife isnt a wonder weapon according to the cod wiki. Wonder Weapons are fictional weapons as in not real, the ballistic knife is a real knife.
