Don't really like the song but also dont see how it could be offensive really. ISIL is just a region I believe? Thats the equivalent of remixing the US anthem but for that region.

The original is Abu Yaseer - Salil Sawarim (Clashing of Swords), a propaganda song written by an ISIL member. It's saying to jihadists to take up their weapons and wage war on the enemy, or something like that. Naturally, it's now a meme.
