Is there a way to keep the shadow sharpness constant throughout the entire map? I have a very open map, and shadows do not function properly due to me being able to see them from far away. Here is an example
At a distance:
Up close:

I just need it to be consistently sharp

no, also that would be terrible for fps, having all shadows in map rendered at maximum quality

It depends on their sample size actually, the bigger the resolution, the lesser distance it is drawn. You can't have perfectly rendered shadows at any distance in any game actually.

Press SHIFT+L in radiant until you get the lightgrid (white shecker texture) or how it is called, you will see.
(press S) Then scroll down the sample size in the surface inspector to 4 instead of 16 or whatever you have currently.

But i would only recomend doing this on walls that are directly hit by a spotlight or static light of any sort. Dont know how the distance would affect it though when the room is quite small but it DOES look way better especially with a fence between wall and the light hitting it since it gives extra sharp shadows when you scale them down  ;D i only made the samplesize small where shadow/Light is suppose to hit it directly for best appearance as you can tell (not whole map) just like in the example below. Doing it for entire map would not be optimal...
