Some are anims and the others are scripts. For a fan to spin it would just take a model where the rotors are split from the base model. All it would take is a rotateYaw (I believe that's the correct func).

KVP's are just strings that can be used in scripts to figure out amounts, names and such. So you could give a kvp but you would need a script to use that value and make it spin via script.

There are a few functions you can use in the script related to rotation:
Code Snippet
Plaintext
RotatePitch( <pitch angle>, <time>, <acceleration time>, <deceleration time> )
RotateRoll( <roll angle>, <time>, <acceleration time>, <deceleration time> )
RotateTo( <angles>, <time>, <acceleration time>, <deceleration time> )
RotateVelocity( <rotate velocity>, <time>, <acceleration time>, <deceleration time> )
RotateYaw( <yaw angle>, <time>, <acceleration time>, <deceleration time> )
