Is there any way to edit the perk bottles or implement the bo2 perk bottles?

you can edit them using tam_bmx's iwi2dds converter to edit the image on the bottle. If you import models from black ops 2, replace the gunmodel and worldmodel with your bo2 bottle models

Whats the perk bottles .iwi? And should I just put them in my mods/mapname/images or do I need to create a new folder within the imaged folder?

to trace a models image, find the xmodel in assetviewer, see what material it uses, search for that material, open in notepad++ and there should be an image name. thats the .iwi

if it ends in _c thats what you want (color),  _n is a normal map

Or just check the image names in xmodelutils.

intuitive thinking and the windows search bar does me just fine lol
