So im making a custom PAP camo, And have made specular, normal, cosine maps and the like for it, but I want it to glow, so set the type to Effect in assman, and it glows, but I cant add my spec etc maps, so it doesn't reflect light as it should (stays same shade everywhere in map)

So I tried changing to Model Phong, which let me add my maps, but the texture no longer glows like when Effect is the type, is it possible to have both these settings together? What assman settings would I need?

Don't think that is possible no. Both effect and model unlit don't allow for nml/spc/cos maps.

it is possible, but you have to edit the deffiles for asset manager. I reccomend u use custom and modify it's file
