You know, Das Herrenhaus, Der Berg, and Clinic of Evil don't use T4M, and yet some maps that are basically just box maps, or have really lousy detailing require T4M. What gives?

The problem is that Call of Duty: World at War is almost on it's limits about when the creators starts working on a new map.
They can however disable a lot of stuff to make it fit within the limit but that requires some knowledge and it's annoying to understand when something counts to a limit and what not.

Most creators that use T4M don't want to be bothered with this issue.

I can understand that but T4M has also it's own issues so that's why I try everything to keep it within the limit with success.
Almost all my maps don't require T4M.

How'd they get maps like Der Berg and Herrenhaus to fit?

Simple:
  • Don't use too many different textures
  • Disable a lot of FX you don't want to use.

I think that's enough?
