I honestly doubt they'll release the tools. Hell, they had a countdown to the BO1 "mod tools alpha" iirc.

And before you say to get my pessimism out, there are two options:
a) be excited and want to kill yourself when radiant isn't released
b) don't be excited, never let down or disappointed.

Also if Radiant IS released, you can be pleasantly surprised.
