I've seen this happen but I can't recall the specific reason Check if zombies can't find a path to you and if you put the kvps for the script_struct on the actor instead (find_flesh specifically), and check if you are using the wrong actor. If you made a custom spawner make sure anims are included, and that you compiled your patch after adding any new anims to the animtree as well as including them in csvs.

Sometimes any of the previous just cause the zombie to stand there, and sometimes they have a kar and shoot you. I haven't tracked which does which, I just remember these things caused issues.
