I had this happen to me, it might be your common.ff if you have messed with it at all..
I used a mod menu to have fun on der riese with friends and that requires to change your common.ff so you might need a clean...

\AppData\Local\Activision\CoDWaW\players\profiles\yourname\config.cfg open it up search for r_fullscreen set it to 0 then try again.
Also remove any settings you put on the exe or other shit.

It's been a little bit since I first posted but I tried turning off UAC and XP neither is helping. Any other suggestions? I've uninstalled as well.
