I'm pretty new to the mapping scene but I'm picking up the tools pretty quickly. One of my ideas for a map is an 80's retro futurism, blood dragon style, music themed map. One of the things that I wanted you do is to have the map covered in these neon emmisive textures that pulsate with the music. How would I go about doing this? I think I use keys or something that would change the values of the texture. I also wanted to have some sort of filter over the screen to make it look like a vhs video.

In APE, make a custom lit_emmisive_scroll material. You can play with the flicker settings to help achieve the "pulse" vibe.

As far as a vhs video overlay, I think you can use .vision files, but I haven't played with it yet.
