Failed To Execute: converter -nopause

Hi, whenever i hit the "converter" button on the Launcher it gives me Failed to execute: converter -nopause.
I have set everything in the bin folder to windows xp service pack 3 and it gives me this but when i don't it gives me the application wasn't able to start or something like that and i have no idea how to fix it. Yes i have reinstalled the mods so it can't be that. Here is a link to a screenshot for more info. http://prntscr.com/b7ixdi

It means it can't open converter. Do you see it in your bin ?

yes it says converter right in the bin folder
