Where do I need to go to decrease the RoF at which Double Tap shoots? It's just a little too fast for me

Impossible, it accelerates the weaponfile through the exe (i.e. hardcoded). It's not handled by script.

With RoF you mean rate of fire? try with this command perk_weapratemultiplier 0-1

Hm I actually didn't know of this, 0 = faster 1 = slower.

yeah also you can change the reload time with perk_weapreloadmultiplier

But the thing is I don't know if this dvar is a player-only dvar or a level-wide dvar.

It's level-wide, acts weird when set only on a client and not host.
