The only way I could think of making car headlights was using two spot lights, one for each light and pointing them at the wall. But for some reason the lights dont show up in game.

Make sure the spot lights radius doesn't overlap on the wall. Maybe try cutting the wall into 2 brushes so each brush would only have 1 spotlight pointing at it.
Or
You could also use an fx for the rays and glow and use a regular light on the wall.
Or
Use godray texture. Make brush. Apply godray texture to face. Select face and make a patch. Delete brush. Then place a small light (non spotlight) on the wall.
