The description basically says it all i have checked my preferences and there all right anyone know how to fix this cuz i cant map with it like this the only way its slow if i have a brush selected and move it around

I've had this issue I believe once. Go to Radiant.exe or whatever right click it got o compatibility and make sure to check disable display scaling on high DPI settings worked me for might work for you.
