Ok, so I finally got my map working well enough to start testing it in co-op, but what we found out is that whoever is player one cannot buy Wunderfizz. I have searched around, but i cant find a fix.

Gonna need more information than that. Whose perks are you using? Do you get any errors?

That is common with Bamskaters Wunderfizz, I would recommend following this tutorial instead: http://ugx-mods.com/forum/index.php/topic,7656.0.html. It also includes all bo1/bo2 perks besides whos who, so again if your using bamskaters, change it to this.

Point of advice, NEVER use bamskaters stuff
