So I've tried editing the numbers on these two lines in zombiemode_powerups_

I've tried moving both numbers up and down, but it seems like it doesn't really affect anything... is there something I am missing or do I really have to increase/decrease the numbers to see a significant difference?

The simplest way I know of is to go into your mapname.gsc and look near the top, before zombiemode. There are a whole host of options, one of which is max power ups per round. The default is set to three, change it to what you'd like.

As a side note, if NO power ups are soawning for you, make sure you have a trigger_multiple with the targetname playable_area around the entirety of the playable area of you map. Good luck :)
