how would i calculate timers and rate of fire from the tanims in maya? without official weapon files its hard to do

Call of Duty Wikia has generally the correct times for everything.

that didnt give me croutch, prone, FireTime, accuracy, first raise time etc

framerate/60 should give it I think (or was it 30?).
Match it up with some MW2 one then you'll know.

in maya its set to 30 frames

ok ive fixed it its rate of fire is 666 RPM so in the weapon file that would equal the firetime to this: 0.095 thats its exact firetime for the weaponfile
