The UGX mod tools or 3arcs? If it's 3arcs do i need to install their mod tools?

In all the map making youtube tutorials i watch i always see people open up "launcher" to make thier map, so i looked for this "launcher" and it was nowhere to be found. Does anyone here know how to get "launcher"?

So should i delete the files, re download them, and then re extract them correctly?

Ok so i got the notepad++ step to work but now i'm on the step where you use winrar. to open ugx_mod.iwd and it keeps say...

Thanks  I did and it worked, but now i'm on the step where you use text edit and the things you have to edit on the video aren't there, does this have anything to do with the script placer or is this a different problem?
