How do you find launcher?

In all the map making youtube tutorials i watch i always see people open up "launcher" to make thier map, so i looked for this "launcher" and it was nowhere to be found. Does anyone here know how to get "launcher"?

If Java had true garbage collection, most programs would delete themselves upon execution.
In all the map making youtube tutorials i watch i always see people open up "launcher" to make thier map, so i looked for this "launcher" and it was nowhere to be found. Does anyone here know how to get "launcher"?It comes with the Mod Tools. It's in the root/bin directory.

The UGX mod tools or 3arcs? If it's 3arcs do i need to install their mod tools?We don't have our own modtools. Everything we provide assumes you are using 3arc's modtools package.
