its not mods but many maps downloaded

I cannot find that file I have seen many tutorials on how to fix whats inside but none to actually find it and I have already checked the main files of where it should be.

So I keep getting this problem in multiple maps saying "exceeded 400 fx" and I was wondering how to fix this.  Hers is a screenshot of one of the mods files.  Any help would be appreciated.
