You use notetracks. Within either IW's plugin or Aidan's plugin you can use their notetrack tool to specify a notetrack with a name of your choosing at a certain frame in the animation. The sound will then play when this frame of the animation is reached in game:
Spoiler: click to open...
Once it's exported, lets say you created a notetrack called "weapon_reload". In the notetrack section of the weapon file you would specify the notetrack and the alias:

Code Snippet
Plaintext
<Notetrack> <Alias>
weapon_reload weapon_reload_alias

As long as your sound as been converted correctly it will then play in game at the correct time.

Oh, I thought you had the source. Yeah if you open the xanim file in notepad++ at the very bottom you will find the notetracks. View the BO Weapon Porting tutorial on the UGX Wiki if you want more info on that. Then you do the same thing with the weapon file as I stated above with the notetracks you found in the file.
