You can safely delete your waw game folder if you so desire, won't remove any installed mods. Will remove any files edited, and lets you reinstall WaW, then modtools. Make sure you install modtools in the corresponding order from first to last. (1.2, 1.2.1, 1.3.....)
It should give you a perfectly clean slate to start your work from.
by "delete the game folder" he means "remove the - game -" via steam or a uninstaller
MOD tools are also kept in the game directory, so if you physically delete it - youll delete them and all resources too. If you uninstall - itll just remove the game files

Well he did say he wanted a fresh set of modtools? So would it not be better to uninstall the game, then remove what is left, which is then his current modtools?
I had no concerns with your answer, only that "delete the game folder" would also delete the mod tools, and would also not correctly remove the game
The rest of what you say is fine, just saying if you "did" just want to remove the game and not the tools/assets, this is highly misleading lol. Was just clarifying
But yes, uninstall the game from steam or CD, however you installed it, then remove the modtools.
