So I ported a custom texture, it is just a gold version of the original pap version. But for some reason, it is a little bit more blurry and doesn't have the same kind of shine even though I added specular map too it. And the image size is the same as the original, so help would be appreciated

I used the wrong terminology. I just took the image from the waw files and added a gold tint to it.

In that case, name your gold tinted col image 'orniment_silver_dark', add it to your mod and done.  The game will automatically assign the default PAP nml and spec map to the material since it's named the same as the default PAP col map. However don't convert the gold image with that name in assman, otherwise it will overwrite the original PAP camo image, so name it 'pap_gold' or whatever, then copy it to your desktop, rename it, and then put it in your mod folder.
