Errors:
  (!) UNRECOVERABLE ERROR: Couldn't load fileSysCheck.cfg.  Make sure Call of Duty is run from the correct folder.

This error shows up when I try to build a mod. I have a legit copy of the game, and I already reinstalled the mod tools and still get this error.

Fixed, had the mod tools installed in the wrong directory

make sure waw mod tools is installed in the correct directry and your running launcher as admin
