dlc_share.csv in raw/soundaliases contains it. You'll have to copy the whole file to your mod folder and rename the round starting sound.

I don't think this is possible in WaW's engine as far as I've been told.

Edit: I have an idea though, there is a sound when you click Start and the sound carries over to the loading screen, I wonder if you could cause another sound when pressing the start button (however it probably won't be able to be stopped).

Edit2: Realized this won't work, because only the person who pressed start would hear it.
