Even though you say you ran it as Administrator it still sounds like it doesn't have permission to put files into your user folder.

Well I was able to get it installed even though it gave me an error but now...

Make sure CoDWaW.exe is not running in task manager.

It isn't running. Just checked. I use the Steam version as well.

I try to install the requiem beta and it gives errors that say.

"Couldn't create "ugz_requiem_beta\fastcompile.iwd"
