Oh, the raw folder is not part of the vanilla game either then, thanks for clarifying.
I do recall perhaps seeing it in custom maps files.

Looking into Waw's folders I found the single player and multiplayer weapon files but I couldn't find Der Riese weapons (AKA Pack-a-Punch variants).
Custom maps that use Der Riese weapons have a dlc3_weapons folder.
