radiant use to work on my computer and now it doesn't and i get this error 
anyone know how fix this?
PC specs if its necessary:
8gig ram
2.5ghz core i5-3210m (turbo boosts to 3.1ghz)
amd radeon HD 7670m 2gigs vram
windows 8.1 pro
(yes i have a laptop don't hate)

Try reinstalling your bin folder thats what it fixed for me

I just re downloaded world at war from steam and re downloaded the mod tools, so this is from a fresh install - Post Options
