For those who have the same problem I did, here is a way to fix it.

1. Boot up computer( turn on your computer which is already done)
2. Open UGX Map Manager(make sure as administrator)
3. Chose a map to play and start it(through the UGX Map Manager)
4. Have fun(play to your heart's content)

Note: Make sure you have not opened steam prior to this else it will not work and if you did just sign out of steam and do the steps. Hope this helps people.

Any reason as to why and a way to fix it?

Just like before, it works in every way except that the maps don't show in the mods list. 

Steam just did an update I'm able to launch the maps. Thank you all for helping me through my problem!

But the maps are downloading to the APPDATA folder

When i download a map from the UGX Map Manager in the map's folder there is 2 files named "mpdata" and "mpdatabk0000" and when i launch the map through the UGX Map Manager it starts CoDWaW normally then brings me to the mod list and there is nothing there but gives me the option to "Launch" or "Launch without mods" but won't allow me to click Launch. Everything else is fine though. Anyway to fix?
