I had the same problem and no one could tell me what it was.
But I think I figured it out myself. Is that a custom texture?
I noticed if I don't make my walls a norm spec and cos map they have those weird light blobs.
So you could try that. It got rid of my problem.

Nah, I already fix it. You just need to add lights in every corner. Adding some custom windows behind the walls and their gone
