Where are you copying your mod from when you package it? It looks like you are taking the mod folder from root/mods and using that. If you are you shouldn't be. If you go into "AppData/local/Activision/CodWaW/mods" your mod to package will be there.

The things I've highlighted here can be removed:

Your map seems not to have much detail. But I won't judge it before playing it:D
I'll play it tomorrow.

So that's why overrun was so big! it has exactly the same issue.
