Maybe you should consider adding maybe N.Korea as the manipulate as it would fit well within this day and age.
As for the chance meeting between the soldiers,

They could have met in London when that russian agent was poisoned in a cafe in London. You could say each agency sent in a man to do the job, not realising that other countries had the same plan.
