How do I change the settings of perks?  I know how to change the cost of them but cannot figure out how to change other stuff.  For example, how would I change Stamin-Up to make my character run 3 times as fast or something like that??

I am having trouble getting my custom map to give a solo player the second chance revive when they are downed with quick revive.  Any help is appreciated
