Make sure your firewall isn't blocking it, I just tested and the manager is working fine.

fixed, never have had an issue with the app and firewall. well I guess thats a lesson learned. Thanks for showing me this. Im leaving this thread a little bit wiser lol

just goto the link provided by Sage and follow the tutorial step by step and maybe close everything and then run map manager as admin and it should work. That is what I did and now its working

Not really sure if your trollin or not but like I said before if you will follow the link that sage provided and follow the tutorial step by step u should have yur problem fixed. Also make sure you right click the ugx map manager icon and run as administrator. I was getting the same exact error saying the same thing that its telling you on the pic u provided. I done the same exact thing that I have just told u to do and I downloaded just fine. If u think u have done this right u can always try it again or try it and then just disable yur antivirus. I think u have madeva mistake somewhere. Well this is my last time responding to this, so good luck my friend and I hope you get to the bottom of this so u can enjoy this awesome map
